COPPA Rule Update
The Children Online Privacy Protection Act (COPPA) is said to give parents control over what information websites can collect from their children. COPPA Rule, which became effective Monday was updated to keep pace with booming personal information - a large part from the increased use of mobile devices and social networks, such as cookies which track the activity of a child online, geolocation information, photos, videos for children., and audio recordings
a goal is to limit advertising to children and to help parents control the personal information of their children - especially those under 13 years. But the new rule leaves application developers scratching their heads about how they are supposed to avoid collecting personal information from children.
For example, how will the website owners know exactly who is on their website? A parent could call their computer or mobile device to their child at any time, the developer has no way to determine when this happened.
The FTC seeks to help developers implement the new rule, and to help parents to understand. The hope is to reduce the amount of targeted advertising parents to push. But if history is any indication, it will be a difficult battle
