New Law Alert System Copyright - Internet access for Disruption Online Copyright Infringement

According to an article on Wired.com: the Copyright alert system is an initiative that has been squeezed by record studios and houses Hollywood and is supported by the Obama administration. It has been in gestation for over four years and to this day participants includes: AT & T, Comcast, Time Warner, Cablevision Systems and Verizon. The Motion Picture Association of America and the Recording Industry Association of America lobbied for the program which monitors file sharing peer-to-peer.

Peer-to-peer monitoring is made easy because the customer's Internet IP address generally be in the file transfer. On the first offense, the user will receive an email from their service provider indicating the account may have been used for theft of online content. The second offense email may contain a message about the legality of online file sharing. For the third and fourth offense the subscriber will receive a pop-up asking the subscriber to acknowledge receipt of the alert.

After four offenses, the plan provides for the ISP to initiate "mitigation measures" may include the reduction of internet speed and redirecting services to a landing page counterfeit material. The Copyright Information Centre maintains is not intended to stop online accounts of repeat offenders, but the Digital Millennium Copyright Act requires the ISP kick off scofflaws repeat copyright.
